Paper-I

The candidate should make a study of the concept and development of management asscience and art drawing upon the contributions of leading thinkers of management andapply the concepts to the real life of government and business decision making keeping inview the changes in the strategic and operative environment.

Section A

1. Managerial Function : Concept and foundations of Management, Managerialrole and functions : Planning, Organization, Coordination, Motivation, Staffing,Direction, Control . Analysis of Environmental opportunities and threats, Formulation ofOrganisational Vision, Mission and Objectives. Decision Making, Concept of goodgovernance – indicators of good governance, Role of agencies like TransparencyInternational, Corporate code of conduct.
2. Organisational Behaviour and Design : Classical and Neoclassical Systems,Delegation of Authority, Design of Strategic Business Units. Theories of motivation andtheir relevance : Hierarchy of need model, Factor theory, Sources of motivation,Achievement, Power, Money, Affiliation, Communication : Barriers and gateways.Leadership : characteristics, transformational leader and transactional leader, Leader aschange agents Understanding group behaviour and group dynamics. Behaviour in smallgroups, Conflict Management, Managing Change, Innovation in Organizational Designsuch as Networks, Knowledge Based Enterprises-Systems and Processes.
3. Quantitative Techniques in Decision Making : Classification of data, Averages,Dispersion and Skewness, Product moment, Correlation, Rank correlation, Regression.Time Series Analysis & Forecasting Techniques, Qualitative techniques. Elementaryconcepts of Binomial, Poisson and Normal Distributions. Tests of Significance 't', 'F' andChisquare. Linerar Programming-Problem formulation, product mix, productcomposition, warehousing and transportation problems. Simplex method and Graphicalsolution. Basic concepts and models of non-linear programming PERT and CPM,Determination of critical path, Crashing. Decision making under uncertainity.
